Not legally. It is possible to get a bootleg copy using BitTorrent or other P2P programs. But as it would not have a working activation code, you would only be able to use it for 15 days.

Go to Microsoft's webisite and ask them for help, there webpage will display in English as long as its .com. ask their tech support for help im sure they will. Unfortunately any web site other than microsoft would prbably be selling or giving away microsoft windows illegally. and xp requires activation which makes copying it bloody hard.
