Most of the resources I've been reading on digital scrapbooking seem to be citing Photoshop, and there are TONS more tutorials online for photoshop, so I'd probably go with that program. At least if you get stuck, you'll have plenty of places to go for help and ideas.
Here are some sites I found to be helpful:

I haven't really used either, but i'm starting to get into digital scrapbooking as well, and just bought a program to go with my new Mac computer.
I'd say look at what each program offers, and see what you want to do with your pages, and if one offers more than the other one, then go with that one.
Happy scrapbooking!

I observed on a scrapbook tutor multiple people love digital for the comparable motives you assert. you may print them up and album them and yet another sturdy component approximately that's you may upload some elaborations devoid of spending multiple time. you need to nonetheless use archival secure paper so it is going to final to bypass down for generations. i think of Epson has some sturdy stuff too.

i really like a program i have called creating keepsakes. it has borders, frames, watermarks, fancy titling, jornal boxes, you can put all your pictures in. and you don't have to have any special programs for it, except for creating keepsakes, and whatever program you like for importing pictures. and you can import pictures in the program if you want.
