I would think the girls, two reasons.
#1 The boy wouldn't fight back, he knows he's not suppose to hit girls.
#2 The girls would start talking, and 16 yr. old girls CAN talk. He'd run in opposite direction to get away from all their nonsense and drama!!

Majorly the girls, unless the guy was some professional boxer or something.
Nice sharp nails, handbags containing bricks, and tug hard on his hair. That oughta do the trick. Alternatively, one should distract him whilst the other pulls his trousers down. If he doesn't run off in embarassment, you should at least gain the opportunity to knock him over while he tries to pull them up again!

the girls would probably win just cause of all the hair pulling and scratching lol the guy would expect a punch but girls are meaner when it comes to fighting and will throw some low blows
