Here's the truth, you will probably never get the person's name on the cell phone unless they've had it for a while, but if you goto superpages.com, they have a reverse phone number lookup... it will at least tell you the city and state and the carrier of the cell phone
Oh yeah, the reverse search has to be white pages, not yellow

Instead, since you have a mobile number, ask one of your friends (or you yourself) to call up this number and get the details that you want, by saying that you got a missed call from this number or something.
You really don't need a mobile phone number tracer for something like this.
