Its not 'facilities' it 'faculties'. It means to lose control over the basic functionalities of the human, such as memory, judgement, sight, continence etc.

The phrase is more usually and correctly rendered as "lose one's faculties", and it can mean to lose one's mind, to go mad, to lose the higher mental functions.

depends on the context but it would probably mean 'lose one's mind' - ie go insane.
