Which fan? Case, CPU, bridge fan, graphics card? Three possible solutions with some risks. If this is a newly occuring problem ie it used to be quiet and now is isn't you might try lubing the fan. Open the case, peel the paper label off the top of the fan and put a drop of light oil on the bearing. I use a hypodermic needle for this (I'm a nurse and have access to needles). Getting oil on the motherboard is a no no! Or buy a quieter fan. Or buy a device that allows you to control the speed of the fan, put in temperature monitoring software and reduce the speed of the offending fan while still getting sufficient cooling. Depending on which fan this is, replacing it may require completely removing the motherboard from the case. Good luck.

get a can of air unplug the pc open it and blow out the fan if its still noisy replace it

If you dont like the noise of this fan there are two optioons you have:
1)Either replace it
2)Or break it

I would open it up and clean it out.
Y'know blow it.
If that doesn't work, I'd invest in a new one.
How old is your PC?

Just replace it with a new and silent one.They are not expensive..
