all plug outlets should be at least 18" from the floor, flush in the wall, and must not be fixed to the skirting board,

My husband has just done the plug sockets and skirting boards this weekend and we put the sockets above the skirting in the wall.

Recommended practice is to mount electric sockets 450mm (that's 18 inches in old money) above floor level. That's so disabled people don't have to bend too far down. So that puts them well above the skirting board.

Either, but in my experience it is best to put it above the skirting as you might have problems getting bigger plugs such as chargers etc to fit if the socket is too low down.

The socket go in to the wall this to stop plug etc getting damaged and more importantly they don't get wet when you wash the floor or carpet

They go in the wall at any height you choose....whatever is the most convenient for you. Although generally they're only 6 inches or so above the bottom surface, for example a kitchen worktop.

Since we don't know where you live, we don't know what codes to apply. In the US, most outlets are placed about 16" up from the floor. Older houses will show variations, due to code changes, and the failure to comply with codes. You should also check with your local building inspector for other outlet code requirements, such as quantity per room or wall and max. number per circuit.
