In the United Kingdom the preference, when a daylight saving scheme has been operable, has been for standard time to be used during the winter, with clocks moving forward during the summer.
Starting in 1916, the dates for the beginning and end of BST each year were mandated by the Parliament of the United Kingdom. In February 2002, the The Summer Time Order 2002[4] permanently changed the dates and times to match European rules for moving to and from daylight saving time. The European compromise was closer to previous British practice than to the practice elsewhere in Europe.
There's a whole Wikipedia page on it:

in Britain we have this British summer time thing,, on the first Saturday after the 21st march the clocks are put forward 1 hour to allow for more daylight to be used for the working people, and on the first Saturday after the 21st October the clocks are put back 1 hour to Greenwich mean time, that's the standard time used by most of the world to calibrate all clocks,, this all came about in the first world war when more daylight time was needed by the working people and the government so that more production time could be achieved,it has never been rescinded and is sill used today not only by this country but quite a few others as well

It dates back to the wartime when it was found a useful thing to do for farmers - it sounded better that they should get up at 5am rather than 4am, so the clocks went forward by an hour ! Nowadays, it's done on the last Saturday of March so that we are in the same time as mainland Europe. . .

Time doesn't change - only the clocks were altered.
It's not always on the 25 March either.

It's Their Goal In Life. To drive everyone nuts
by changing the month and date
of the time change every year.
They've been doing that to protect the innocent.
They'll never make up their mind so just accept
it and go on.
