how can i go to a u.s.a university ?

i am a public relation chief & advertising scolar in m.a degree .

Same as everyoe else -- Apply.

The application process for non-US residents is nearly identical to that for residents. I say 'nearly' because if English is not your native language, the school will require you to take the TOEFL exam to show proficiency.

Look at the web pages for the programs that interest you. They will have instructions on how to apply.
