trans fluid is full but wont shift into second at any speed.

Sometimes it could be as simple as a vaccum leak check all your vaccum lines if they look cracked or worn replace them.
Your modulator valve could be bad this would cause it not to shift either. The best way to determine whether it is either one of this is if you can manually shift it while driving, start in 1st and when you built up speed shift it to 2nd, if it won't shift into 2nd when you do this you probably have something more seriously wrong with the transmission and probably needs rebuilt....hope this helps

The tranny needs to be rebuilt.
