Can a person who shall sit the GCE 'O' level exams this academic year, take the ACT/SAT first, i.e., before sitting the final GCE O levels, submit the scores to the University(for admission in the next year,fall semester) and then, later, submit official grades of the O levels,when they are available?

Anyone may take the American college entrance exams. There are no age or previous testing requirements. Indeed, in the United States the tests are sometimes given to bright middle school/junior high students as a challenge. All you need to do is register and pay your fees, and you can take them whenever you want.
