Network slow is a problem everywhere ,first of all u need to have good network guy in place ....(shall suggest u some if u need)
....The reasons for the slow
1.Slow net connection
2.Faulty ethernet card
3.Virus in anyone of the pC
4.OS problem
5.Heavy data transfer
6.Media faulty ...
The solutions tht u can do is
1.Restart the switch /the computer of tht particular user - shud give u temporary solution
2.try to isolate the nic /media/os fault.
3.Use antivirus
4.use a firewall
5.Give an NON-ADMINISTRATIVE ACCOUNT FOR WORKING ....dont give administrative account for working ....this would solve ur problems to gr8er extend

PLEASE CHECK THE USER'S PC SINCE YOU SAY
THAT THE USER IS HAVING PROBLEMS ALONE.
IF IT IS THE PROBLEM WITH THE NETWORK THEN WHEN THE USERS ARE NOT PRESENT RESTART THE SWITCH IN WHICH THE USERS COMPLAIN THE NETWORK IS SLOW.
YOU SHOULD CONTROL BANDWIDTH UTILITY BY SETTING UP A FIREWALL AND PROXY SERVER.
ALSO CHECK THE UPLINK CABLE OF THE SWITCH BEFORE RESTARTING IT .
