Every citizen of Indian can contest elections if he has got a following by mass and money. The reason being the power is purchased by money, the character or the quallity of behaviour is not taken into account and no bar is there. That is why even thoug a criminal, is allowed to stand and contest for electioins. The Constitution is changed to this effect, naturally, the situation will change and your question have a right answer.

people can simply cook up stories and stop a popular leader, from contesting.
But one who has been convicted should himself not stand for the election. shamelessly.
