Here is a free utility from HP that will make most any flash drive bootable.
It claims to work only on HP products but that's actually not the case :

Couple of issues: residing house windows XP won't boot from an exterior USB stress with out lots of custom tweaking. That grew to become right into a planned act with the help of Microsoft. What might desire to artwork is residing house windows booting from the CD. Restart the device, and flow into the BIOS. locate the place you specify the boot order and make it CD -> HDD -> others. that would desire to make your gadget attempt as properly from the CD - it is going to ask you to hit any key to proceed booting from the CD. If it would not boot from the CD, or you do no longer hit any key, the boot technique is going decrease back to the conventional development, which sounds like a foul HDD on your case. If all else fails, attempt booting a different computing gadget from that XP CD. that's available the CD itself is broken.

Lay it out like a bootable DVD. You can try to boot it as a drive, but only if you keep the file system as FAT32 and do a FDISK on it repairing the boot sectors.
