Six sigma gives you a simple metric that can be used across many result areas. It enables us to determine if a process is capable or not in delivering the results we desire. Where it is not capable, six sigma gives us the methods to analyse the causes and determine the major cause factors that contribute to the problem. Once we have identified and brought down the variation causing the problem, it helps us to set up a control mechanism for ongoing monitoring.

QMS is a quality management system, It is not a specific system such as ISO 9000 etc it is more a philosophy that to improve quality a systematic approach and not an ad hoc one. The quality of an output is dependant on the quality of all stages in producing it. It also advocates "quality built in" and the Quality tests and measures you do on a final product could in theory be made superfluous. U r talking about welfare of buyer of the programs they provide. Market focus on satisfaction of buyers. Welfare depends upon quality of products and services provided and Satisfaction depends upon way of delivery of products and services. Six sigma is fulfilling its purpose without focusing on what u say...
