Albania was the first atheist state in human history where religion was outlawed. Religion rights of individuals were restored after the collapse of communism in the early 90's. So Albania became a atheist melting pot of sort, were people from different religions intermarried. As for the Albanians of the Yugoslav republics and Kosovo the were assured religious rights and rarely married outside their respective groups. Thus resulting in Albanians from Albania having different names such as historical names and varies names from other cultures while the latter group retaining more traditional names mainly muslim names(now days they have also begun to use modern names).

The communist regime of Albania adopted the Tosk dialect as the official language version where people from the entire country(even the northern half which are culturally Ghegs adopted the Tosk dialect) and almost entirely wiped out illetaracy in the country side, and mountainous regions of the north. The Albanian in former Yugoslav republics and Kosova are entirely Ghegs with an exception of a few villages in the Prespa region of Macedonia. So the two groups speak a slightly different version of Albanian but it can be understood easily among the two groups. Also the Albanians of latter have a higher illetaracy rate. These are the two main differences among my people.

Also the Albanians outside Albania proper have more patriotic tendencies because they were discriminated againts than the Albanians of Albania.

Culturally, Albania has "westernized" too much (in social activity, entertainment, and fashion), but the Kosovars have westernized to a lesser extent than the people in Albania. There is more of a difference (or lack there of) in culture between urban and rural areas (true for any other group of people, as a matter of fact), regardless of where they're from (Montenegro, Macedonia, Kosovo, Greece, Albania).

Generally, the Albanian culture is the same throughout, in the "everyday sense" (greetings, hospitality, and respect), of course with the exception of dialect. However, in more "festive occasions" (weddings and folklore), you'll see differences in customs, dancing, dress, and musical style, varying from several different areas in the Balkans and even sometimes from city to city. Most importantly, it is the delight and appreciation of each others difference in culture that binds us together like you wouldn't believe !!!

Not much, I suppose. The only significant difference is that the most of Kosovo Albanians are terrorists, or terrorist inclined, meaning they are trying to separate the province of Kosovo and Metohia from a suverren country of Serbia. Well, if you count this as a part of their culture. And I think that there's much more muslims among Kosovo Albanians than Albanians in Albania. And Kosovo Albanians are well known as drug and weapon dealers, even trafficing and organized crime. Not all of them, of course, but the significant number, especially their leaders.
