America started it. Some say the arms race began with the double bombing of Japan, but American anti-communist hysteria and the policy of containment was very, let's say, 'helpful' (and quite successful) in the USA's bid to fill the power void of WW2.

After WW2 Germany was split into four zones each controlled by one of the major power. France, Britain and the USA decided together to unite their zones into what became the DDR/GDR. The Soviet Union were strongly opposed to any unification of Germany after the millions of lives lost in Russia (1 of every 3 people killed in WW2 was Russian).
Berlin was also divided into four zones, although it was located in the Soviet controlled zone. After the west introduced a standard currency that threatened the cause great instability in the eastern zone - the borders were closed and the Soviets refused to allow any westerners into the east.
The result of this was that the people of west Berlin were starving and had no resources. The solution by the west was to fly in supplies through a narrow corridor. It is said that during the entire time of the 'luftbrueke' or 'air bridge' that a plane landed in west Berlin every fifteen minutes.
The Soviets flew planes around the western planes but no shots were ever fired - in the end the Soviets had to reopen the borders - a humiliating defeat. This was effectively the start of the cold war. The increased tensions between the USA and the USSR resulted in a bi-polar world fueled by suspicion and distrust.

After WW2 the USA and USSR had many disagreements that went years back due to soviet control of Eastern European contries, the Truman doctrine, disagreements at Yalta,Marshall plan, Stalin rigging elections in eastern Europe. Then after the war the arms race began and the leaders of each countries disliked eachother. Then, although they never fought eachother, they were often on different sides of the same war. RThis continued for years although the question who started it is still a matter of opinion.

It began when the Soviets started liberating nazi held countries in eastern europe. By liberating these countries they spread a communist government. The Americans and western Europe were worried over the spread of communism. This lead to the cold war

The term `Cold War´ was first used by Bernard Baruch , advisor to US President Truman, in a speech made in April 1947. He spoke about Truman's intent for the USA to "support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures".
