no always the band concentrates on the music , and then the lyrics and they release the album .Then for promoting purposes they contact a director who plans the music video which is suitable for the music and lyrics .

No the video is not planned since the song was written. The song is written monthes, sometimes even years before a video is planned out. More than half of songs don't even have music videos.

The director of the video will have a say in what the video should look like, along with the band.
It is often the record company that chooses which songs from the album will be released as singles.

Video directors are very arty so need the song first to inspire how they will interpret it on film.
