I am not too familiar w that area, but most towns have basically the same stuff. Try a home center, no really. Like Kahma, Viva Home, Mammoth etc. They always have an aisle of makeup and skincare, and it seems to be cheaper there than other places, btw Lawson would be the MOST expensive. I know for a fact they have Neutrogena at home centers, bc I've bought it there. They also have it at big drugstores, but I can't remember any names. . . .

I am not a make up man, But I belive I seen a few products like those in a Lawson and a Hot Spar. Not I know for a fact they sell at the mall, The mall has a big sign, The sign looks like a Big yellow Square that has 3 red triangles on each sides.

Here is a link to an online store that sells a few neutrogena products.
http://search.store.yahoo.co.jp/cgi-bin/nsearch?follow-pro=1&vwcatalog=kenkocom&catalog=kenkocom&query=%A5%CB%A5%E5%A1%BC%A5%C8%A5%ED%A5%B8%A1%BC%A5%CA&sa.x=27&sa.y=10
The site is called kenko.com, but there a many other that sell neutrogena products. It all depends on what specific product you are looking for.
If you are fighting an acne problem, you should try that ProActive stuff. It seems to really work well.
You can do a search in Yahoo! Japan or any other Japanese shopping site for their products, just use the following Japanese in the search field:
ニュートロジーナ
Good luck.
