I mean the over all program including quality of and choice of classes, in addition to how for you can go in the program (BA, MA, PhD).

In my opinion, the very best Women's Studies programs at the undergraduate level are at Smith, Vassar, Wellesley, Bryn Mawr, and Barnard, for obvious historical reasons, but also because of their continuing commitment to women's studies since the inception of the discipline. These schools continue to attract top scholars in the field, and incorporate women's studies across the curriculum. (Unheard of at most other schools.)

There are only eleven PhD programs in Women's Studies in the US. They are:

Arizona State
Claremont Graduate University
Emory
Indiana University
Ohio State
Rutgers
UCLA
University of Iowa
University of Marlyand
University of Minnesota
University of Washington

There are many Master's programs, all mentioned in the link provided below. There are also many PhD programs outside of Women's studies that allow doctoral students to earn a certificate in Women's Studies in addition to the PhD in their specific area of concentration. (My own program did.)
