It appears that Fevicol is the brand name for a number of different types of glues from the little info I could find on it.
What you want is a "white glue" --a suspension of polyvinyl acetate (PVA) resin in water.."vinyl acrylic"
"White glues" are water-based, and most are permanent (you don't want a "washable" one; regular ones are highly water-resistant after drying).
There should be loads of "white glues" in all kinds of stores around you since most are inexpensive and good for paper and other porous materials in particular, and dry clear.
The term "PVA" glue is often used for bookbinding, etc., and those are usually even more heat resistant and UV resistant than ordinary white glues.

You can depending upon the application. But,if you are price concious, you can't, as it will be costly for you.The difference in prices between the two is upto 400%.Fevicol is much much more costlier than pva glue.

This site will offer you different types of glues for different applications. Maybe you can find your answer there, since you didn't specify what you were gluing.
