Due to the tightness of my foreskin, I am only capable of pulling it back about 3/4 of the way back on my glans. I have read that due to this i may need circumcision, however, i dont understand why, as i am still able to wash myself and remain hygenic. This dous not affect any of its, err, functioning either. How much of a problem is this, and when, if ever should i attempt to do somthign about it?

If it's not bothering you, I would say don't worry. You can get some good information at http://www.cirp.org/library/treatment/phimosis/ -- you'll have to skip over some stuff about babies' foreskins to get to the relevant portion.
The thing to aviod at all costs is circumcision. A new study out this past week proves conclusively, beyond a shadow of a doubt, that circumcision decreases sensitivity for the man. http://www.blackwell-synergy.com/doi/abs/10.1111/j.1464-410X.2006.06685.x
There is really no downside to stretching. Near the bottom of the article I referred you to there is a link to another site that suggests that in many cases all that is needed is a different technique for masturbation. Prescription cream to aid in the stretching is available if you need it. But keep doctors with sharp objects away from your penis!

Your foreskin's tightness doesn't seem too bad, and circumcision is too extreme for you. You could probably very easily remedy this yourself, as your condition already isn't too bad.
First try a stretching exercise. Take two fingers and stretch the opening of the foreskin as far as it'll go without pain or discomfort (like increasing its radius) by hooking a finger on either side of the opening. Do this for a few minutes each day (preferrably right after a shower) for a few weeks to a month. That's really all you probably need.
If that doesn't work, then there are prescription creams. I think the most extreme you'll need to go are the creams, which are supposed to work really well. See the links for more info.

You need to maybe try doing some stretching of the foreskin when your in a warm bath with some soap etc doing a little at a time until you can remove it fully back and forwards again without it being a problem....Just ensure you take your time and do not rush doing it as you can tear or damage yourself, the main reason that you may need to get cut is if your foreskin is just way to short to stretch, this would then need to be cut so you don't harm you penis when having sex etc or not be able to fully clean yourself.
Always ensure that you also go visit your doctor to get them to have a look and see what they recommend.

You should be able to pull your foreskin all the way back. The fact that you can't means you aren't able to clean yourself thoroughly and are therefore at risk of developing an infection. A doctor would probably recommend circumcision, but you could try foreskin stretching exercises instead.

it is good that you are keeping little things clean and also that you are aware of your penis and foreskin.
you do not need to be circumcised. however, you may wish to research some stretching techniques that are designed to loosen up the foreskin enough to fully retract. That will allow you to clean everythign even better.
then again if you are under 16 or 17 your foreskin may loosen up by itself as you mature a little and thus not require stretching.
so, no it isn;t a problem but if you are 18 or over, learn about stretching...

If you wil begin to gently stretch the opening daily, it will eventually become large enough to fully recede. Choose circumcism as a last option only. a lot of the nerve endings which contribute to the pleasure/ sensitivity of sex are in you foreskin....keep it if you can, I didnt have any say-so with mine, since I was circumcised at birth...

This does not seem a problem at all. If you want to do some gentle stretching, that will be fine but to be honest, it seems you have nothing to worry about and circumcision will be completely unnecessary.

may freak out a woman. and, well if theres any smell or anything there is a problem. a normal functioning foreskin is suposed to be clean and able to fully retract erect and flaccid.

There must be some sort of reason you asked the question.....you must be concerned about this.
Check with your doctor concerning this. You might be more prone to infections and eventually the tightness will become uncomfortable.

It doesn't sound that tight. You can try to stretch it out as others said; it worked for me.
If you can slide it back to keep it clean you're a-ok. =)
