Ignoring the guy above me, who knows his studies, but must also consider that, at the time, people thought that masturbation led to insanity (which is why I do not fully trust many studies done at the time), I will say the following:
As far as to the brain, there are both long-term and short-term side effects of marijuana, and they are varied on any number of things from the person consuming the "drug" to the amount consumed to the frequency of consumption.
As far as sexual ability, it simply increases relaxation. It will, however, decrease (but not eliminate) sperm count in the short term. I have no idea of the long-term effects.
Now back to studies done in the Victorian era. Many did not stop to look at what the cause/effect relationship really was. It is not known whether the people who used marijuana in those studies already had mental disorders and used marijuana because of them or if the marijuana caused said disorders.
I don't use it, but I'm all for the legalization and the regulation/taxation of it.

Weed was banned in the old days because doctors noticed after even a single dose a lot of people exhibitied poor emotional control for prolonged periods. Even long after they stopped using it- mild schizophrenia, coupled with depression and poor concentration.
This was in the days of course when most people led very predictable lives with set routines and patterns of social interaction. No TV, no radio, no wearing your hair different or speaking out of turn etc. etc.
In other words the effects were very easy to pick up in those people. As a result it was banned since it caused behaviour consdiered anti social.
However because our lives are a lot more varied and erratic themselves mild changes are very difficult to pick up. In fact by the 1970's the effects of marijuana had been downgraded to "concentration problems" and "very rare cases of serious schizophrenia etc"
However the effects now are no different than they were then. What I mean is this stuff permanently changes who you are and how you think. To a lesser or greater degree of course, but sometimes a disastrous degree.
It is after all banned for a reason...
