It depends on what you're comfortable with and what feels good. Some guys with foreskins masturbate with the foreskin fully covering their glans. Some guys masturbate with the foreskin moving back and forth over the glans. And some just retract the foreskin and keep it retracted so they could just touch the glans directly (though for many the glans is too sensitive). Basically, do what you want as long as you don't hurt yourself.

Prepuce = foreskin.
