I'd say the first step would be for governments to back off on company taxes + simplify paper work for businesses big & small so they can afford to take people on and without too much hassle, since there's no way you can reduce unemployment if companies aren't willing to take people on because they can't afford to pay the wages and / or it's too much of a pain in the butt filling in official paperwork (e.g. Tax forms, etc).
It's all very well smartasses saying "cut unemployment benefits so people have to look for work", but there's no way in hell thats' going to work if there isn't any freakin' jobs for them to go to!
The next step is to make transportation (both cars + public transport) more affordable so people can actually get to where the jobs are.
And finally, to make money available for training for jobs....... such as computer skills, or to get through your driving test for jobs that insist you have a driving license (round where I live you're pretty much screwed for jobs if you haven't got a driving license, but the job centre will only pay for lessons if you've actually got a job lined up).

Reduce unemployment benefits. This gives people less incentive to sit around and do nothing but still get paid.
If you're looking for academic research in this area, start with labor economics literature. There, you'll find lots of research on reservation wages. The concept of this is that everyone has a threshold for which they would prefer to work at home or become employed.

I wish we could have government run business for, people to use inbetween times.Something like job corp.
Well anyway, school training in order to collect unemployment or welfare should be required, Also teaching how to interview should be mandatory.
Also we should have a limit on how many times one could collect in a lifetime.
Thankfully, I have always been self supportive since age 16.
I know how to get jobs and keep jobs.

Well the last time the U.S. faced that problem, those major work programs didn't work. It took a World War to get out of the Great Depression. There is a huge security vacuum around the world, not to mention a shortage of doctors, teachers and infrastructure crews.

In this "modern day society" we should be working less not more, this is possible, but for everyone to be "gainfully employed" we have to share our work. Unfortunately nobody likes to reduce their hours, because it also may require a drop in money.
If people want to be "at work" for 40 hours a week maybe longer lunches might fool them into thinking they are actually working for 40 hours.
Changing peoples attitudes about what work is, is too big a task, but I'll work on it.

Have the "big guys" be willing to keep jobs on USA soil. Have the common people be willing to work a bit harder, then hopefully - a stronger nation USA will become.
