Basically, not physically pretty or plain and not elegant. There's a second definition for it, "Having a feeling of home; cosy and comfortable." Your house might have a homely, cosy feel to it, especially if you just got in from a snowstorm and smell the hot chocolate that someone just made.

Some one who does not get out. A stay home mom that never woked a day in here life may be classifed as a homely person.

It's another name for ugly. It's hard to describe because everyone sees things differently. What is ugly to some is beautiful to others and vise-versa.
