Sometimes they are. Sometimes when teachers mark exams they realise that everyone's marks are much too high/low and that the exam was too easy/hard. Then they adjust everyone's marks up or down according to how well they did.

because if exams are too difficult, candidates would complain of it and many of them would fail.
If exams are too easy, everyone would score very well and teachers would not know their standard.

If they were too easy you wouldn't be challenged and maybe wouldn't learn anything, if they were too difficult no one would pass.
