What is the skirt made out of? If it's 100% cotton, you may have a little luck. Other fabrics (other than wool) I doubt you can shrink it 2 sizes but if you wash it and put it in the dryer on high heat and it's cotton, it can shrink at least a half a size.

soak in in salt water, rinse it, being careful not to stretch it even more, and then put it in the dryer
or u can just tie it up at the back with a hair tie, sometimes it accentuates ur curves more and looks even metter than a shirt that is the right size for u

Most clothing is made to not shrink these days. It used to be you would just wash it in hot water and it shrunk. You could try it, but you might ruin the logo and color. Why not just wear it as it is ?

american eagle shrinks badly..
not to mention some of their stuff is made for people with twigs for arms..
hahaha.
wash it in hot, dry it.
but watch for it next time..
