No, he hasn't.
As far as Naruto series and Naruto Shippuden anime goes, they have never kissed.
As well as in the manga, which is far ahead in the storyline, there has been no instance where they two kiss or have any real romantic scenes.

In order for him to do so, he'll have to(in order):
1. Stop brooding over how to finish his brother off.
2.Let the impact of the knowledge that there is someone(Sakura) crushing on him fully sink in.( it seems it hasnt, as of yet)
3.Do a self reflection about his feelings towards her
If he takes that long to THINK about kissing her, it would take even longer for him to actually go about it. If that time ever comes.

No Sasuke only thinks on getting more power in order to kill his brother because he killed his whole family. Also Sasuke never kissed anybody but he and narrator accidentally kissed on one of the earlyer episodes.
