what's with phosphate? oxygen inside the bubbles?

I can really answer only a portion of this and that is some detergents, but not all, promote the growth of algae because they are a nutrient to that algae. The phosphate is the product in the detergent that is the nutrient. What is inside the bubble, probably just entrapped air.

The term is Eutrophication. The high NPK(Nitrogen Phosphorus Potassium) content of inorganic fertilizers causes a massive growth of algae, water hyacinth and other quickly growing water plants. However, the growth is short lived. As they die and decompose, they exhaust the water body's oxygen reserves and thus aquatic lifeforms die out.

because detergent contain phosphate.and it is a kind of fertilizer.so it can lead to the growth of the algea.
(I am not a native speaker of english,so i don't know whether i can explain this phenomenon clearly.)
