And if it is a rigid (plastic) bouy, it is a rescue bouy.

if you mean what i think you do its a torpedo buoy but in the us they call it a tube it is what the old torpedo buoys as seen in Baywatch evolved into and is the best rescue equipment there is on the current market check this link to see if it is the same as what you mean
