If you want someone to write your essay for you then you can go to "Paper Mills" or whatever those sites are online and they will get a paper out of their files or write one for you and charge you $25 or more. I doubt anyone will be supplying you a 2-page paper for a measly 10 points.
Plus even if you get a sucker to do it, and then turn in their essay as your own then you probably won't get a good grade on it anyway. They're probably not the brightest bulb if they do this for you.
Plus turning in someone else's work as your own could probably get you put on academic probation or kicked out of the university if you get caught. This is true at most universities.
It's two pages, so suck it up and write it. Plus a question including "what does it mean to you" invites room for personal stories, so you probably don't even need to know that much to do this.
You might ask yourself some questions like:
Why do you think slavery existed?
Do you think the north should have just let the south leave and start its own country?
Do you think the civil war changed things? How? How do those things relate to your life or the world today?
Read the Gettysburg Address (Abraham Lincoln) and see if it has anything interesting you can talk about. Do you agree with some of the things that Lincoln says?
As you explain it, this topic sounds REALLY broad. If this is the case, look at things related to the civil war and comment on them and maybe talk about some of your own experiences related to these ideas.

Okay, if you are in college then you need to write the paper yourself. Having other people write it for you will only get you into trouble and possibly kicked out of college. Part of college is learning something new; you can't learn if people are doing the work for you.
