It is the period of time when the planet Mars appears in the constellation Pisces.

Astrology considers the relative positions of the planets and constellations as relevant to one's astrological forecast. Hence, if you are a Pisces and the planet Mars is within the outline of Pisces constellation it will have somee effect on your forecast. (I'm not into astrology enough to know what that affect may be)
