First Party selects various random songs/mp3s to be burned on a cd, Second Party takes the job and writes/encodes the aforementioned songs to a cd for a fee. Is the second party liable for copyright violations for the piece of work done? Or is this a legit sharing method, I mean one can always create/convert mp3s and share them.

I suppose that would depend on who's doing the paying. If this is an employer, they may have paid royalties for doing this, but ... if it's an individual and it's "under the table" it's probably very highly illegal.
