Do I need to get music licenses for a documentary of a public event if the music was licensed by the people playing it?

If you are doing a documentary and only using small clips of music or video, you may not need to obtain any licence or permission. This type of activity (similar to a book reviewer), falls under the "Fair Use" doctrine of the copyright law.

If you are playing an entire song however, you would have to get permission.

Whether the music was licensed by the people playing it generally has no bearing on your activities. (Unless of course they wrote it and owned the rights exclusively...In that case all you would need is their permission).

Not a liscence, You will need the permission of the pl;ayers and possible the writers of the music to use it.

If this is for your own use and you are not planing to sell it then you need nothing.

Huh?!!? There's no such thing. If it's owned by someone, you'll have to call ASCAP and see if they handle the intellectual property. You'll have to ask them how much you'll have to ay them to pay the people who own the rights.
Look up ASCAP on the internet and call them, they're friendly.
