Yeah, I want to make a crazy arcade (an online korean game) ID so that I can play as my own account and not my friend's account. But, you need a nexon ID, and when I try to sign up for one, it seems like I need a birth certificate number or something. So if you have a nexon ID, could I use it? Or could you tell me exactly how to get one? Any help is appreciated!!!!

Try going to www.nexon.net That's their main site page. From there you can create an account! It's not a birth certificate. Games wouldn't ask you for info like that. I believe it's a phone number they're asking for. Make sure you're signing up for the American version (if you speak American)
