Exercise your sense of humor.
The BEST method depends largely on your brain structures, but this exercise may help you.
Analize your surroundings, your daily interactions and think how silly they can get. Use reductio ad absurdum on everything you find and think about how would you make a parody out of it.
If it doesn't help, try watching a wide variety of commedy and see which style you like best, then make your own exercise routine.

Begin by relaxing and enjoying yourself - I mean this literally. Play silly games. Laugh at your own mistakes. Watch "Annie Hall" and laugh at how seriously Woody's character is about the existential nature of life and death. We can choose our own attitude, regardless of the circumstances we are in. This is at the heart of the buddhist concept of enlightenment.

One can not develop such things, you're either born with one or you're not! The best hoped for is to simply appreciate and enjoy that quality in others.
