Don't start a sentence with the word "and" unless it's a very casual type of writing.

What I'm try is to say is, "I miss you".

The period goes after the quotes.

It would depend on the letter as a whole. If you are more sad when missing the person then the "I miss you." or "I miss you..." would be more appropriate. If it's more of a I havn't seen you in a long time it's nice to see you again type of thing then the "I miss you!" would be more appropriate.

Despite the grammatical errors now commonly seen in newspapers and other writings, 'and' is still a conjunction and is not supposed to be used to start a sentence. It's use is to combine/connect two complete sentences not to start a sentence. Just say to her, "I miss you." It's a simple complete subject-verb-object sentence.

What I'm trying to say is, 'I miss you.' would be correct. Don't use ''and'' in the beginning of a sentence- in this case it doesn't work. Hope this helps.

The first one. However, you never start a sentence with "and." If you're letting someone know that you miss them all they will care about is that you said it, and not whether it was grammatically correct.

well, it's both gramatically correct. So you can choose either of the two.

but the first one is better which is -- (And what I'm trying to say is, "I miss you.")

I think
And what I'm trying to say is, " I miss you."
is the better sentence.
The TO YOU is superflous and the shorter sentence sounds better, is more direct and has more impact.

I like the first sentence. The second one is redundant.

Hope this letter of yours catches the lady you're looking for. :]
