I spent two years in Ottawa as a university student and could hardly wait to return to Toronto. My god... the city is dead in the evenings and on the weekends...guess your typical government town...Only during Winterlude and the Tulip festival were things a little more animated...don't get me wrong, it's a nice city and all but really it has very little to offer in terms of excitement or entertainment (comparatively speaking). It's good for a weekend getaway but no more than that.

Ottawa is great. Tons to do. Great social scene.
I lived there for 10 of the best years of my life.

If a place is "boring" it is only because you have decided it is. Just about every place has something to offer but you have to decide for yourself instead of expecting a place to just "magically" be interesting. As for some of the other responders, some others prefer quiet evenings and find Toronto ghastly.
