If it was an evening party in a posh venue ( 5 start hotel, school functions, theatre) , formal attire means long dress for women and a tux for men.
If the man doesnt own a tux, a 3 piece suit will be ok. At the very least, a suit and a tie will do.

You should use the venue as a clue as to how formal you should go. Better still , ask the host or hostess or some of the guests who know what the expectations are of the hosts.

Not just ones that you would wear to work. A silk blouse and a long black skirt might be considered formal. Formal wear would be a something very dressy that you wouldn't normally wear. Do a web search on formal wear so you get a visual.

There's semi-formal, formal, ultra formal. Semi formal is usually my daily taste in clothing. It's my personal taste for going to decent places such as five star malls, and decent parties. Formal is more than semi-formal. It takes it up a step. You'd want to wear something that is considered clean-cut and admirable. For day time, a light-colored suit for women with gloves and a hat and pumps would be an example, while long sleeves with a tie and slacks and leather/suede shoes would be an example for men. For nighttime, look into sleek dresses for women and coat and tie for men. For ultra formal, think firs, diamonds, upswept hair, tiny clutches, shawls for women. For men, there's not much to take up from the formal level. Coat and tie (tuxedo) plus maybe an Omega watch or a Cartier watch. Formal makeup should never be vulgar. Think deep and subdued or light and pretty.

A blouse & a skirt. Hm, well, it depends; e.g. Wearing a sweat blouse and a walking skirt, not formal attire. e.g.#2: Wearing a silk blouse and a flowy skirt; formal attire.

Typically when event says formal attire it requires females to wear nice evening dresses and men to wear suits. I would reccommend asking people that you know are going what they are wearing and then just go off of that.

yes, and you should waer pantyhose, or high thights with a garter belt.

also this will depend on the skirt and blouse, if its a work blouse and work skirt than it snot really formal. You have to look fancy and dressed up

No, for a girl actual "formal" is a long dress.

For a guy it's at LEAST a suit, more like a tuxedo.
