1- Cut salaries to anyone not actively in a classroom teaching. The will be no loopholes to this which means someone can't teach one class a week and think he now gets to keep his 200K a year.
2- Mandate that school textbooks are changed every 5 years at the most. Obviously special circumstances for major shifts in something taught (i.e. Pluto losing planetary status).
3- School children will wear uniforms and will wear them within guidelines so that teachers are no longer seeing a kids underwear when they walk into the room.
4- Controversial but proven to be effective..segregate the classes...by sex. It has been proven (and the Secretary of Education is even considering this) that boys and girls learn better when the opposite sex is not around. You only need to look at Asian schools to see this has some substance to it even on the surface.
5- END, yes I said END, teachure tenure laws. No longer will an undeserving teacher be teaching for 30 years when they should have been fired after 3 years. I could possibly go for a teachure incentive based tenure law in which an educator that receives a certain "score" can be safe for 5 years as long as they still receive at least satisfactory scoring within that time period and no reprimands for anything. Reprimand takes away tenure safety.
6-Stop social passing of a student. They meet the requirements or they fail end of story. If they fail put them in a special class that is accelerated so they may have a chance to catch back up with their old class.
7- Still not sure how to do this one but this is probably the most important one. Make parents more involved with the children and school. I would be amazed if 25% of adults can name their children's teachers. I would be even more amazed if anyone can remember all of their kids teachers names as they get older.
EDIT: Do me a favor..if you give me a thumbs down let me know why. I am cool with getting thumbs down but for this answer I fail to see why I have gotten two of them and zero thumbs up. I guess people just don't realize what is wrong with our system.

I'd organize the system as a meritocracy, make the kids compete against each other to get into the best schools.
There also needs to be affirmative action, but I think the dynamics of a meritocracy can and should be created in concert with it.
There should also be a lot more college grants for those who can use it.

If a student does not deserve to be promoted to the next grade level, then school districts should be firm and not promote these students. Most school districts only care about how good they will look and promote undeserving students. This is wrong and is not helping kids learn. You hear about kids frustrated because it is hard for them to adjust to the next level. If educators really care about kids learning, it's time for them to do the right thing. It is not punishment, merely the right thing to do for the child. Screw the bill, "No child left behind" by Dub-freaking-ya. Adequate Yearly Progress is overrated. A student passes because they deserve to pass.

Institute severe Disciplinary Measures for any Teasing,
Hazing, or fooling around including rules for noise control -
no yelling etc.
Increase the School Day from
8:00am to 5:00pm which would include Supervised Homework.

make it worth the time for people who know what they are talking about to teach. get rid of tenure. force teachers to stay current. and most of all, make it easier for the administration to expell students who have no interest in learning, who will only hold others back.
