I had some tomato seedlings that were doing really well, about 4-5 inches high and 3-4 sets of leaves. Tonight they have fallen over. Am I giving them too much water or not enough? They are in 4" peat pots and feel dry when I stick my finger in it, but I'm not sure if there is some moisture down further. I'm in Utah so the air is dry here and they were in a south facing basement window, so not too much direct sunlight, but some. Help?

You can tell easily whether they need watering or not.

Submerge the pots in a bucket of water until they stop bubbling. This will have completely soaked up enough water for them to get back on their feet.

Wait a few days for them to pick up and the moisture level to get back to normal and then commence watering on a daily basis.

Tomatoes love water and need it both for foliage and fruit growth.

They need more sun, that's why they're getting "leggy". I had the same thing happen to mine last year. The soil should be moist, not wet or dry. The good news is with tomatoes you can bury the stem and it will root more.

Water is all they need right now, but the minute flowers appear feed with Sulphate of Potash - this is what we do every year and our crop never fails. Once your plants develop more sets of leaves start removing them from the bottom up, this will channel all the energy up to the flowing/fruiting are. Good luck.

Lots of moisture and sunlight. Also, you could get some miracle grow to help you out.

Sounds like "dampening-off disease", use a little chamomile tea mixed with water and mist lightly everyday. It's NOT lack of water, so dont overwater.

Water, be careful of the fertilizing just yet, these are tender plants right now and don't need it and you could also burn them with the fertilizer.
