I don't know that I'd call it a curse word, but it's certainly not a nice word. I'd rather hear the word prostitute, because whore just gives off an extremely negative connotation where as prostitute is just a factual term.

It can either mean a street prostitute (noun) or any sex act (verb). I've never heard it as a curse but calling somebody a whore is probable not very nice.
