How do i install dev hook on a 3.10 operating system on my psp?

The only purpose of dev hook is to let PSP of lower firmware to play games of higher firmware version. Since your PSP already on 3.10, you don't need dev hook.

Beside, only 1.50 can use dev. hook because only that version can run homebrews (unless your PSP is in custom firmware like 3.03 OE-c or 3.10 OE-a but then, you don't need dev hook anyway)
