All races can learn jewelcrafting, but you have to own Burning Crusade. The above poster is wrong that it is only available in the two new capital cities.
There are trainers all over the Outland and, yes, in the Drainei and Blood Elf capitals as well as Shat'rath City.
Netherstorm, Hellfire Peninsula and many other places have trainers as well.
There are no trainers anywhere in the original areas though.

Yes all of them can and its best to do with mining draenai have a plus to jewelcrafting alliance learns it in exodar and horde learn it in ogrimmer and they both can learn it in shattrath in either scryer or aldor

Yes, any race can. Only the two new major cities have the trainers though.
