Yes, though the man is still consider the head of the family, but really woman is, when husband is away from the family, like if the husband has to work in other city. It is not expected for women to stay at home and just look for the family, as there are many working mothers now. On finances issue ,it depends on the couple who will budget the money, not mostly the man. In some cases, it is true that a wife could only budget what is given to her if she is not working, but if she started to work and have her own money, the husband doesn't really care what she does to her money unless she offers to give her share for the budget if they have children still attending school, small kids, etc.
With proper balance in budget and respect, whoever heads the family, it would not be a problem. Both man and woman has big responsibility to raise the family,

Traditionally the man gives his paycheck to the woman. The mother is in charge of anything having to do with the house, and the husband is expected to focus all his energies on his job as breadwinner. The woman sets up the bank account, goes to the bank and makes major purchases (such as houses, cars, kids' tuition, and on down). Maybe that's why Japan has a larger number of cute pink, lilac, and sky-blue cars on the market--the target market is women, not men. I am sure that these days couples consult each other re major purchases, but I think it is still the woman who budgets the money.
The woman also traditionally does any and all housework--cooking, cleaning, AND yard work (if the family has one) AND taking out the trash AND cleaning the car.
I have heard stories of extreme situations such as, the wife buys a new house and completely moves, the husband comes home to an empty house bc she forgot to tell him they were moving. Or a couple divorces and the man realizes he has no idea how to go to the bank or open an account.
Of course things are changing and any couple comprised of one foreigner+one Japanese person probably has a very different arrangement!

In years past, perhaps it was that way, but now, women are the heads of the families. Men are only figure heads. Women control the money, they are the ones that budget the salary, and they are the ones that give the men their spending money. That is not to say that it is that way in every family. If you want to be really true to the spirit of the question, I would have to answer, it is something that is determined by each individual family. Most of the families I know are the way I explained initially.

Generally the budget controller in Japan is wife.
Husbands call their wife as Finance Ministry of his house.
And they are afraid of their wife too.
The word "male-dominated." is a bit stereo-type. You can say they (female) are also choosing the way they are.
Men can not hold a gun to wife's head (cos Japanese do not have a gun. oh...they have small gun? haha...), and the wife has a freedom to runaway. And actually some strong wives beat their hus back easily. Men are afraid of them.
Actualy the marital relationship is not that simple thing. Can't be described in one word.
And the life is very different from the west.
You can't judge this issue by western standards.

Actually, when it comes to "family affairs", it is traditionally the woman who heads them, because the husband was often at work.
Concerning finances, you have it backwords. The salaryman gives his wife the check and she gives HIM the allowance.
Those are the traditional roles. Today, I think many women still deal with family finances and family affairs, but many men want to become more involved with their families.

In the past, It was true that the head of the family was a father.
Now, families called Kakaa-Tenka (Wife-dominated ) and Oniyome (literally translated as "demon wife") have emerged, the style of the present Japanese family is of great variety.
As for my family, it is neither かかあ天下 nor 亭主関白.
I also don't want to control over the woman who is to be my wife.
