The phrasing of the question seems to presume that there is a future already in existence in some form.
My answer starts with rejecting that premise, whether you intended to imply it or not.
From that starting point, I would say that the future is created by actions and events of the present, and thus we are, collectively and as individuals, constantly changing, or creating, the future.

I think anyone has the ability to change the future, but people are too lazy to stick up for what they believe in when they see how many obstacles get in their way. I fall victim to this generalization at times, but it would be great if things changed.
