First place to start is: did you buy the correct fuel pump for the bug? The pumps are rated for a certain flow capacity and if you buy the wrong one, it will not supply enough fuel to the carburetor. To troubleshoot, place the output line of the fuel pump into a gas can, have someone crank the engine over and see if the pump is pumping fuel from the tank. If it is, then the problem lies with either the fuel filter passing the fuel on to the carburetor or the carburetor bowl float not functioning properly. If the fuel pump does not pump any fuel, check to see if it is mounted properly and check to see if there is not an obstruction from the supply line (fuel tank).
Good Luck
