Can i make a PayPal account from a non memeber country ?

I m from a country that doesn´t have service of Paypal.Can i make a account of paypal by using any other country of origion.But problem this this when i wanna verify my cradit card, they request card number from Origion country .. also if i have defrent adress in paypal then my own.. it could be problem for me ?? Please any body help me to solve this problme.I wanna shopping on ebay but ebay is 90% with paypal.How is can use paypal if i m from a country which paypal doesnt have service that i can use my cradit card and i can use my own shipping adress.Help Please :(
