Is there any dress that i can buy that is something like Hino wearing in this anime? Simple, pretty, pink and white. Best if it is a halter neck dress instead of a tube dress.
If it is impossible to find any dress similar to this dress, how much will it cost to customize this dress?

Go to the fabric store, look at the pattern books. Any dress in that style would work, just add the flowers etc later. That way you can have the exact fabric you want.

Yes, the Japanese girls are all into Anime fashion. It's almost too dirty to wear in public, try looking up..."Japanese Anime fashions" you'll see what I mean. Hundreds of sights!
